What is the highest civilian laser power output? And what is the main difference between civilian and Military lasers asfar as how the beam looks?

Since you specified “laser”…

Kiji 3° is 150mW fixed beam. Kiji 10° is 300mW fixed beam. MAWL C1+ is 80mW (I believe) and is the gold standard in .CIV IR aiming lasers/illuminators (honestly, it is all 99.99% of .CIV users could possibly need), DBAL A4 is high power (forgot the output, too lazy to Google) but is fixed as well. Russian lasers are HP and the only readily available units to .CIV users.

.MIL lasers advertised typically have dodgey provenance (black market), although they’ve become a little easier to acquire on the gray market (not stolen, but zero warranty or after sales support to any .CIV buyers) in the last couple of years.

Black is stolen .MIL and subject to confiscation.
Gray is not stolen, often LEO sourced kit that won’t likely be confiscated but has zero MFG support. Any authorized dealers caught selling to .CIVs will be summarily stripped of said dealership. Alphabets are hypersensitive to IR light and will make life uncomfortable for manufacturers who bleed appreciable amount of “restricted” goodies into the civilian marketplace.
 
The FDA "policy" regulates the maximum "allowed to be sold" by manufacture's to civilians at 5 mW or less.

So basically a regular full power PEQ 15 at 45 mW has an Illuminator that is 9 times stronger than the PEQ 15 C (Civilian) Illuminator
The LA- 5B at 100 mW is 20 times stronger and the LA-5C UHP is 40 times stronger.

200 mW is the highest you will basically see on a "rifle" and is a barn burner.

Rumor has it that Horta done burned up half the trees in North Alabama playing with his. :LOL: Just kidding.

Biggest difference is just in pure strength of the Illuminators being able to punch much further downrange and also punch through Photonic Barriers. The full strength versions also have higher power IR pointers but the Civilian pointer strength at 0.7 mW for a pointer is really all you need.

Its the stronger Illuminators on the full strength versions where the benefit is.

Ideally you want the 0.7 mW IR Pointer superimposed on a 45 mW or 100 mW Illuminator. You end up with a fine precise IR Point dot with good illumination of the target.
