Barrett M82 Owners: quick simple question

I have a simple question I am looking for some help. Long story short I am tinkering with a Barrett M82 that is seized up and would like to know if the safety has to be off to cycle the action? Thanks in advance
 
What specifically do you mean by "seized up?"

As to your question, on the M107/M107A1 (I'm assuming the M82 will function the same), the rifle can be placed on safe and the charging handle/action manually operated with the safety engaged. No issues there.
 
I imagine that he had it apart and in putting back together something ( hammer maybe) got out of wack. This happened to me couple years ago on mine. Can't remember exactly but while putting the upper on once I had the bolt pulled back and was lowering the upper and my hand slipped off the bolt. As the bolt went forward the upper came down the last 1/4 inch (all happened fast). Bolt ended up what seemed like battery but I could not move the bolt at all. Very similar in feel to an AR with a suck case although no ammo was involved. It looked like the bolt had jumped out of the "rails" that it rides in/on. Couldn't get the upper off cause the bolt lugs were inside the barrel. For about 20 mins I was panicked pretty good. To be honest I have no idea what happened. I just grew a ball hair and pulled back on the charging handle. I thought I was going to break the handle off but she opened up.
