There are a ton of dial lock safes without any sort of electronics. In fact, the higher end you go the more likely that is to be the case.
What is your budget? A true TL-15 or TL-30 safe will be extremely expensive. A RSC will be less secure, but cheaper.
I believe AmSec offers dial locks and they make good RSCs. I’m sure others have favorite brands they will share.
A TL-30 safe is also incredibly heavy. An AmSec TL-30 safe costs $7,500 and weighs 3,400 lbs. You would need to make sure you have somewhere to put it that can support that weight.

Couldnt you just put a faraday cage around it?
Looking for a safe for maybe 30 long guns that has a decent fire rating and EMP proof. [tumbler lock style] for under $3500-$4000. Thanks
30 long guns? Are we talking 30 lever action or slim hunting rifles or modern tactical rigs with big scopes, chassis systems, etc?
Reed Custom AmSec or Fort Knox safes may work for you but not sure if they will fit that many rifles and other associated gear, kit etc unless the safe will store rifles exclusively (and literally nothing else). I’d throw in Graffunder but they start at like 10k ish.

He'd probably be happy with a $2500-ish Liberty Fat Boy or something.
Something like that could work also. My Fort Knox has a couple features I like including a lockable dial and recessed door...Any RSL with 1/8-1/4 plate door, 7 or thicker gauge body, 4 way bolt work that’s anchored to the foundation should buy enough time in the event of an emergency/break in....assuming a security system with monitoring and cameras/cell alerts on detected movement are also a part of the security set up.

I would also check out Zanotti Armor breakdown safes. The biggest issue with large gun safes is moving them. The Zanotti's come in a variety of sizes, you can get them with tumbler style locks and you can move them yourself when and if you need to. THey are made in the US and their reputation is stellar.

Dont forget to check out Champion / Superior safe company. I really like mine. I have the Superior "Untrouchable". 1/2" plate steel door, 1/4" plate body. Triple step door 3 fire seals rated at 110 min @ 1850 degrees. As was mentioned earlier the higher end RSC typically only have dial locks. The distributor actually told me it's not if but when the electronic locks fail and the safe is being drilled. That drilling is more difficult on a 1/2" plate door with glass rocker etc so that's going to be a pretty penny repair. I went with the dial lock.
I'm happy with Sturdy Safe. Sargent and Greenleaf mechanical dial lock. I wouldn't think mechanical dial locks would be hard to find. I assume that's what you mean, that you wish a non electronic lock. Not that you want to protect the contents from EMP.
Of course I'm not planning on an EMP. However, I'm buying a safe anyway, why not cover your A$$ at the same time ? Some very good options here guys. Thanks.
You're right. I probably suck at risk analysis. However, guess who wasn't caught with their pants down during the reloading components / 22LR shortage ? If I don't need the extra shooting stuff , my Grand kids and kids can use it. I was able to continue my normal shooting routine during the shortage. For Me, it was money well spent.
I know a fella that had a Liberty Fat Boy electronic lock changed out to a traditional dial. He was bragging that it was a straight swap and only paid for the labor as the safe guy said he had extra traditional dials as folks were updating to electronic and happy to do the trade. Was also able to choose his combo at that time.
To the fellow that suggested a Faraday cage, that doesn’t work like you think it does.
EMPs are very hard to study and there are countless types of EMPs. Solar EMPs act differently than nuclear EMPs which act different from coil wrapped explosive EMPs, etc.
For some EMP events, the cage must be grounded to work. For some events, only an ungrounded cage will work. For others, neither work, etc.

I know this isn’t exactly what your looking for but I saw a thing the other day that was amazing! It connects to your breaker box in your house and emp proofs your entire home. They also make one that goes on your vehicles battery to emp proof any vehicle with a battery. I can’t remember the name of the company or product. I saw it on the YouTube channel Last Line of Defense. It may be worth checking into.
Buy some aluminum foil and find an old amazon box because i know you have one you filthy hoarder. Put your sensitive electronic device into the amazon box and tape it shut. Now wrap the box in the aluminum foil. WALLA! Now your electronics are protected by a faraday cage and you can put the box anywhere you want! 2 ton TL-30 vault, your mother-in-law's guest bedroom closet, under your seat in your 1999 7.3 F250 that you rattlecanned your interpretation of M81, in your treehouse; the world is your chimichanga.
The EMP part of the question was just a creative tactic to generate more responses and it worked. The thread has thus far sustained itself and good info, considerations shared. OP has plenty of direction now.

I have two of these bio lock the safes and they both come with others way to get in should the battery die while locked. Asking this thread is about an EMP killing the electronics, the mechanical method would still grab the owners access. Now if you lost the backup method, can't find it, don't like the electronic ease of access, then old school locks will work. That is until you need to write down your combination, store it in your phone or computer because your to damn old to remember shit ?

I remember this guy I worked with back in the Y2K prepper drama, came in every day talking about his "bunker". Every day I would listen and ask questions etc, what he was putting in there, etc. He is very anti-gun hippie who believed he was conservative. Finnaly he asks me one day what my plans were, and I told him, nothing, I don't need a bunker. He asked why. I said I have yours. He looks at me blankly and says no way, I said I am sure you will invite me and my guns in
