I would assume that's the case post OKC Murrah and 9/11. But stuff that causes a big enough boom and potential for fires , harm to persons and property are freely available.

Hell in the mid 80's my Senior class ordered all manner of Class B and Class C fireworks from one of the biggest suppliers in OH with nothing more than a parents signature - That's the big Chrysanthemum Tube shit, looked like 60+MM mortar tubes with serious boom juice in them (larger than M80 charges - prob 3/4 to full stick of dynamite stuff). - you're always praying for no early or late kabooms.

That UPS semi that backed up to my buddy's parents house didn't seem like it had sufficient HAZMAT signage, and I'm not sure their homeowners insurance would have covered the crater had some thing gone wrong prior to our well engineered and planned out fireworks display. FWIW the show was practically non-stop for over 90 minutes. We were intelligent enough to have the volunteer firefighters with pumpers and field trucks on hand as well as being involved in the planning to know what to expect.
