Got it. A rifle action is likely classified as exactly that. I know it can get weird when talking AR15 receivers, as they can be specifically labeled rifle or pistol. I do not believe that to be the case with a bolt action receiver. They would likely be listed as a rifle from the manufacturer.

A bolt action receiver can be made into a pistol, so you may not be able to do an out of state transfer. I just learned this the hard way, had a bare receiver shipped out of state and they couldn't transfer it to me. Had to pay them to ship it to an in state FFL and then do the transfer there.
 
A bare action with no trigger or barrel would have to be classified as other. There are a number of bolt action pistols out there. That is really an FFL/ATFE issue. It will still have to be with a serial number and manufacturer name engraved on it. You can then make it into anything you wish. The gun smith will have to handle the paper work from there on.
