California has a ballot initiative system that allows voters to change the CA constitution via a general election majority vote. The Taxpayer Protection Act was supposed to be on the fall ballot and would have required voter approval to raise any new taxes anywhere in California. . The State Supreme Court just removed the Taxpayer Protection Act from the fall ballot on the grounds that it would "revise" rather than "amend" the state Constitution. In other words, California courts and Democrats don't support voting if it's inconvenient.
