I think it's funny. Dangerous? Disturbing? Not at all compared to most things I encounter every day.

FWIW, I thought it was absolutely hilarious. And ironically, this is the SECOND time I've seen this. The first time was when I was a kid. During 'Halloween' someone(s) decided to hang a dummy from a catenary tower than ran behind our place.

It caused a few accidents from people stopping in the middle of the road (abruptly) then getting rear-ended.
