On a scope with CCW turrets... For elevation, if I dial the knob CCW, the bullet impact will go up. If I adjust the windage knob by dialing it CCW, impact goes left. Do I have that correct?

there should be numbers that indicate right wind if a target scope.
If its a Fudd humper deluxe then the arrow points toward right.

Impact will go right.
Think of them like screws, the way you turn them is the way the bullet will go.
