Before my critter (Lab) passed on recently, occasionally I'd be walking him (on leash) and some idiot would let their dog out and it'd run right towards us. Since my boy was almost killed once by another dog he never took well to dogs coming up on him like that. I said something a few times and he always said "he's friendly." Uhh, sorry, that is NOT an excuse. It was a golden so likely it was friendly, but had that dog actually attacked my boy I'd have had to take action.
I'm pretty forgiving as to dogs getting out of house and stuff. But once I was on the beach and some girl had her pit off leash. I walked by and nothing happened. 35-40 yards down beach I hear it coming. I kept walking, as soon as it got withing spitting distance I turned around and yelled as loud as I could at it "STOP!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!" That dog freaked out and put the brakes on...yet he did manage to slightly nip at my shorts. Pits can be ruthless, but Doberman's & Rotties scare me more. I've about been eaten by 4 Dobes and 3 Rotties.
