Change in velocity with different actions?

Will there be a noticeable difference in velocity between two rifles with different actions that are same caliber and barrel length shooting the same ammo? Besides barrel length, what will contribute to a difference in velocity?
 
The action isn't a factor unless headspace differs which is really a function of barrel installation and chambering, not the action. I would not expect identical velocities between any two guns. Velocity, by itself, is not much of a determiner of accuracy anyway. The shooter is almost always the weak link in the system.
 
One key factor in "barrel speed" is the internal dimensions. Within reasonable safety limits, a "tighter" barrel will generate more pressure and is usually a faster barrel.
