Why do sheep herders own dogs?
Why do cattle ranches own horses?

short answer...... to drive the sheep and cattle to where they want them.......

so what if instead of dogs and horse you used laws........

it would have the same effect you would drive the sheep to where you want them and more importantly away from where you don’t want them.......

But you forget those animals that run off to find other pastures. Hence some laws are found to be unconstitutional and rendered useless.
