I'm pretty sure that's how barrel makers do it,
the blank is turned down to the appropriate contour after the rifling is complete.....

Someone chime in if I am wrong.

I turned a Shilen blank down to a little smaller than a Remington PSS contour with no ill effects....

The barrel may warp after turning.
I have seen, on line, the barrel straightener at Savage.

Out of warpage fear, I have never turned down a barrel.
I did buy one on Ebay for $33 that was supposed to be a Douglas 22LR that someone turned down by making a cut that was rough as a cob.
It shoots sub moa as a 223.

I think Douglas barrels are stress relieved.

i think most barrel makers lap to final dimentions after contouring. fluting or turning MAY alter the bore dimentions, depending on the stressed in that barrel. buttoned barrels probably more prone to this.
