Unfortunately, the only way to get an action is to but a rifle.. Unless, of course, someone parts out a rifle and sells an action.
Haven't seen CZ sell bare actions, in either 452 453 455 or 457 thus far. Cheapest route to go is to buy a CZ scout for around $360 and build from there. That is what I'm doing with my 457 btw, first step was a Boyd's AT1 stock, depending on how the barrel shoots a MTR or Lilja is next in the cards:
