Im in the midst of a deal with a member here sure it will go well.
You are not really a "gun guy" if you dont have some sort of a relationship with an FFL.
Sure FFLs are prevented from doing transfers in my state right now but the shop is still doing online sales and working on receiving inventory.
So the shop owner is answering the phone and was willing to give me a copy of his FFL to send the seller to ship his item to.
He has tracking of my payment in route, I will have tracking of my gun when he sends it, FFL will call me to do transfer when stupid cv19 bullshit is over.
Guy is probably telling the truth. Perhaps he lacks contacts to work around the BS. Your call whether to allow him time to get it done or sell your item to someone that has the "make it happen now" ability.
These threads about buying and selling are worrisome.
You are going to ruin a good thing in the PX. You have neither lost or gained in this deal. You should give no feedback as no deal was made.
Use common sense.

Failed negotiations are not a deal
Because this is a, "Protect yourself at all time" situation and we do not regulate trades on here, we allow people to decline or back out of a deal.
Everyday people have a different idea on how to complete a transaction, if that ideas are at odds and the agreement is not reached, WALK AWAY.
nobody is out anything, you're incapatible with each other, you dont; have to get back at the other guy because you are not completing the purchase.

I don't consider it a deal until there is cash in your account... to many tire kickers to take your product off the market and miss a possible sale.. If someone says they will "take it" it is "Sold pending funds" and then the given amount of time to pay. if the buyer fails to pay I do consider that a negative.. but dont get my paintys is a bunch about it...

Yep that is a "welch" on a deal.. sad thing is.. it is not to uncommon some places and frown apon in some places more than others.. hence why I don't get my hopes up or spend the money in my head until the money is in my hand..
I think you would be justified in giving him negative feedback... if that is something you want to do.. but it may not be worth the pissing match it starts.. May just be better to let it go and move on. Because it may make you seem like you are hard to do business with latter down the road and hurt future sales.
I have "welch" deals happen to me in my professional life and it is just not worth the headache especially when you still have your product to sell.

How the FUCK do you round .3 to change the linear value at 100 yards. If dialing .3 Mils = 1.08", just saying it's 1" doesn't change anything. It's not like changing a .26" adjustment to .25" that actually changing the scope adjustment
