Rifle Scopes Dialing new S&B elevation and hear a noise

Like the title says. I bought a new S&B PMII last month and mounted it on a Tikka TSR-1 rifle. I was replacing a scope so I know there was not any issue with the mount or bases before, but I mounted the new scope and leveled it and took it to the range. Here is where the problem starts, before i shot the rifle, I turn the elevation dial ( .3 mils) and immediately hear a sharp metal “think”sound. Not loud, but it was very noticeable. This concerned me, but I pressed on. I get the rifle on bench and first shot at 100 yards is 3 feet low. This is not a 20 MOA mount or base, it has zero elevation. I dial the elevation up 10Mils and still low. I eventually have to adjust 14.5 MILS to get on target. This only leaves about 9 MILS of elevation left. Was the metal sound a spring on the internals that broke and causing the problem? I’m going to email or call tomorrow and see what I need to do to get the scope checked out.
