Anyone built one?

I can get a 7" LCD screen and camera for about 100$, since this will run on 12V I can use two car batteries as far as the power supply goes. Just not real sure of what transmitter and receiver I should use.

Any one have any suggestions?

Maybe through wireless router -> smartphone using wifi -> other smartphone? Pretty janky but a start, and wouldn't cost too much.
 
You can get an LCD cheaper than that. I picked mine up off Amazon for $55 to my door. Already had the RCA style video input and came with a dash mount and mount base

I picked up a 2.4ghz 2 watt tx/rx off Ebay. They claim 1500meters line of sight. I've taken mine to 1k without issue:

I think it'll go a mile as is, but directional antennas can be had cheap and should easily make this a 2500+ yard system.
Beyond the above, all you need is a couple batteries (i went with $20 7amp gel cells, good for about 3-4 hours), a camcorder with an a/v output (most will have this), and a couple tripods.

That is exactly what I was looking for, thank you.
 
Check out FPV rc stuff. They are flying planes miles away with first person viewing. The transmitters are tiny and you can get very small cameras and a small battery. Put that in a tough little case. Have a directional antenna with the receiver, hook it to a monitor. Shouldn't be to hard. I should use these components and put together kits and sell them. Ya right, I don't have time for that. Someone else on here should.

I have a friend that is really into FPV rc stuff. It works awesome and is very affordable. I will talk with him and see what he thinks would be the best options in terms of cost,range, quality and post the parts list. I'm thinking under 200 +/- bucks could get you a pretty slick set up.
 
I have used a camera I bought and used on my RC aircraft. The camera and TX are powered by a 9v battery (center of photo) the RX is powered by a 12v deer feeder batt and plugged into the kids DVD player.
