i've used both, and the champion 40 gr HV non value pack blue was ok through a savage MKII, but the gold medal red 40gr sv worked much better.
more often than not, a standard or match velocity round is going to give you better consistancy than the HV. while the high velocity will give you less drop, the standard velocity keeps on it's path better. when HV starts to drop into the sub sonic FPS (1050-1080 fps depending on temp, altitude, etc.) it starts to destabilize in flight causing it to wobble or veer off it's path.
value or bulk packs are hit and miss depending on the rifle. the CZ 455 i just picked up actually shoots the bulk pack stuff really well, while my savages not so much at longer distances
if your looking for a bulk / value (cheap) HV vel plinker type ammo, see if you can get your hands on some CCI blazer.
so ballistic wise, it sort of doesn't matter if your rifle doesn't "like" the ammo. forget ballistic tables, charts, graphs, and even everything i just said and what everyone will add to in the thread about ballistics and what ammos should do. the only way to make sure what ammo is better than the other is to try it in your rifle. don't think of it as what ammo is better than another, but what ammo does your rifle handle the best.
for example, i've tried a few boxes of lapua midas (20.00 a box) and CCI standard velocity (2.50ish a box) through my MKII BV, it actually shot the CCI standard velocity better at 100 and 200 yards!
