This article is written pretty poorly, but the "permit" they are refering to is called a COA and the FAA has been granting them to UAS's for years. This is nothing new. But it is important to note that they can only fly within the parameters established in thier specific COA. Flights are very restricted.

However congress did say that the FAA has to grant access to the national airspace to UAS's by 2015. Now that should be interesting.
