First Ruger 10/22 Build - Some Questions

Greetings. First time poster. I'm also new to rimfire builds, and I'm currently putting together a 10/22, intended to allow for some longer range shooting than my old, stock Marlins. So far, here's what I've gotten in.

Ruger 10/22 carbine
18" Green Mountain bull barrel (blued)
Timney trigger drop-in
Nikon Target EFR 3-9x40
Hogue overmolded stock
Rimfire Technologies V-block barrel stabilizer

I posted up my questions over at rimfirecentral, but my thread is just languishing without any responses. Maybe I'll do better over here. Any input would be appreciated.

1. In looking at bases, I'm considering the Tactical Solutions 15 MOA, which purports to help with scope adjustment at longer ranges. I'd like to hear feedback on this product. Is it a good idea to get some extra angle if I want to reach out to 200 yards? Or at that distance, am I better off just going with a 0 MOA base?

2. If I do use the Tac Sol 15 MOA base, can I get recommendations on compatible rings (especially regarding height) that will get the 40mm scope bell as close to the .920 bull barrel as possible? What drew me over here was this thread and Aries64's post with the Tac Sol base and the Leupold PRW Lows. That setup does look nice and low.

3. I would like to get a detachable Harris bipod for the build. I'm wavering between the 6"-9" and the 9"-13", and I'd like to get feedback on height. Also, I'm wondering if the swivel function is worth the extra $$. Right now, I'm leaning toward the S-BRM model in 6"-9".

4. For larger capacity magazines, what are the more reliable brands to use?

5. Finally, I haven't started to assemble anything yet, but I want to go slow and proceed with care. I'm curious about torque settings on the assembly and whether or not an inch-pound torque wrench is needed. If so, can I get some recommendations on a decent wrench?

Responses to any or all of my questions would be welcome and appreciated. If there's anything else people want to advise about doing a first build, I'd enjoy reading that material.

1. i have a 15 moa rail on mine & it's fine for 200, but not enough for dialing out to 400. i was shooting at 200 yards yesterday and just using a 5.5 mil hold over, which should be easy for just about any scope if you have an angled rail. if you ever see yourself trying for 400 yards, get as much moa as you can on the rail, 22 bullets drop fast. i don't know how much adjustment your nikon has, but i'd recommend trying to get your 50 zero close to the "near" end of its range if you can. for example, i'm running a SWFA scope on mine with over 100 moa of adjustment travel, so i'll be ordering a 40 moa rail at some point in the not-too-distant future. if at all possible, get the extended rail- it'll help with eye relief & LOP. i was barely able to get my scope far enough forward without the extended rail.

2. i have seekins lows on my SS 5-20x50, & i think there's just enough clearance to fit a bull barrel under the cap. (currently using the factory sporter barrel) i'm pretty sure lows would work just fine for your scope- maybe even ultra lows if you can find them.

3. the 6-9's work great on mine for shooting prone, and YES, the swivel is worth it!

4. i personally don't think they're worth the extra time to reload them. i prefer just having a bunch of factory 10 round mags.

Edited to add: You just sold a Borka MG9 kit for Boris, who is Johnny-on-the-spot when it comes to communication.

Typing from the phone will try and be brief -

Brms bipod is good of the Bench. Not adequate for field work IMHO. Swivel very important for field work. Shooting off camer will through off point of impact. I have tps low rings w zero moa base 40 mm bell and I've got about 1/4 inch of space. I would pick your stock and barrel combo carefully. Balance is important.

And just to be extra clear get a 9-13 bipod if your going afield - doubly if you shoot in a hilly environment and may find yourself needed to shoot up a hill

If you get the swivel I would also get a swivel lock. Low rings should work. Ditto on the base. I am also one for multiple 10 round mags, as opposed to, large cap mags.

Other things...obviously you want to get as nice as you can afford the first time around. If you think there is something you will eventually want, just save your pennies now and get it once. Building a rifle twice is so much more expensive.

If it was me I would go Kidd on as much as possible.
