Form 4 individual to individual efile

I am looking to complete the paperwork on a form for free suppressor from an individual to an individual in the same state. Upon going to fill out the e-file form it is asking for a FFL or SOT information and will not let me get past the first page. It is my understanding that if you're in the same state you're allowed to do a transfer directly to another individual. Is there something that I'm missing or do I just skip that first page.

Pretty sure you still have to go through an ffl, I don’t believe an individual can transfer an Nfa item

Only a FFL/SOT can use Efile to transfer a NFA item. An individual is allowed to transfer a NFA item to another person in the same state (some restrictions apply) but must submit a paper application.

Can confirm. Just did a Form 4 individual to individual instate and had to do a paper application. No need to involve a FFL/SOT though.
