I think you're definately on track with the rifle! The Savage 10FP series can't be for a factory rifle! For a scope in that price range I would suggest a Vortex Viper 6.5-20X50 mil dot. Absolutely awesome scope for the money!

i agree with the rem 700, unlimited potential. Also the super snipers are exellent scopes. The fixed 10x is a great starter scope. prices are cheap, and usually the sps out of the box can shoot very well with very little work.

I am also just getting into this long range shooting thing, but have been around firearms a long time. I would say you are on the right track with your options. I love Savage rifles and have not found one to shoot bad. As far as your optic choice I dont think your going wrong there either.
