Santa Anna signed away all rio grand and water rights to Texas so our border is actually the other side of the river anyways. The POTUS can't just call up military forces on a whim to do domestic law enforcement, it's barred by a federal law dating back to the civil war...A law known as the Posse Comitatus Act of 1879.
The state governor is the commander in chief for that --- for those National Guard soldiers. So a governor can refuse the request of a president.
Posse Comitatus speaks directly about using the Military against US citizens and or policy in the US.
Obviously Illegal Immigrants aren't either.

I think obama did something to remove posse comitatus. Reguardless as securing our border is by no means “domestic law enforcement”.. and if you really want to push the issues then trump just needs to order troops to take over the Mexican side of the border.. as I stated earlier

The Army National Guard as currently authorized and organized operates under Title 10 of the United States Code when under federal control, and Title 32 of the United States Code and applicable state laws when under state control. The Army National Guard may be called up for active duty by the state or territorial governors to help respond to domestic emergencies and disasters, such as those caused by hurricanes, floods, and earthquakes, as well as civil disorder.[2] The District of Columbia Army National Guard is a federal militia, controlled by the President of the United States with authority delegated to the Secretary of Defense, and through him to the Secretary of the Army.[4]

The way I see it is our governor has to ask for title 10 orders from potus to guard the border with the TNG.

The president is the CIC of the armed forces, he is also the chief law enforcement officer and can use whatever force he needs to apply the law equally across the land.
I f his reasoning was I wont deploy the Marines unless we operate under our 11 General Orders, it is the only way we can truly be effective than I would not have an issue but the tenor of his memo is "We cant".

I'm just a civi and don't understand how dangerous this really is, however follow a link to what happened just south of the Arizona border. What folks don't understand who don't live down here, the border doesn't mean squat. So what happens there, can happen here.
'Cartel Operatives' run drugs on this side of the border, they ambush each other and steal drugs from each other, and eventually that stuff ends up in some dead junkie's arm that we've probably brought back several times with Narcan.
