They are sequential in burn rate on the 2009 Hodgdon chart; close but not identical. Short answer is yes, but load according to Hodgdon's suggestions. Example; 63 gr SIE SP Min Max IMR 4198 18.5 gr - 20 gr H4198 18 - 20
