ok so i sat down with a buddy of mine and we decided that he wants a .308 AR platformed rifle for target and hunting. he just wants it to be accurate enough to hit and/or kill what he's aiming at. not trying to impress anybody with this one. i'v already offered to put it together for him IF he wants to do it piece by piece. i'v built lowers before from scratch but have yet to tackle a complete ground up build. right now he is looking at a DPMS LR-308B.

on paper its a decent rifle, i would kind of like it to have an ejection port cover and forward assist though. also would want a rail system. for the lower i was thinking of the magpul PRS stock, decent grip, and any trigger that's better than factory.

so i'd like to know what it takes to install a barrel etc on an upper. and would i be able to build what i'm talking about for ~$1200?

Tough to build it for that without dealer pricing on parts.

That rifle would do the job just fine.

I would upgrade the trigger and the pistol grip and put the rest of the money into an optic.

I wouldn't add the PRS due to weight.

$1200 no not a chance. Expect to spend minimum $1500 for a decent shooting example. And then start thinking about optics/sights & accessories. Most guys wind up spending around $2000 for their home builds, it seems to me that they do. But they are probably using quality receiver sets and match barrels and quality fire control systems.
