The deputy does not have to go anywhere. And deputies are appointed, not elected.
How does a citizen enforce the law if he disagrees with law enforcement?
As for the u-turn, yes, and cops can even drive on the wrong side of the road if the pursuit requires it.
As for answering a call for service requires having the lights on, that is a flat-out lie. Cops can answer a call with no lights or sirens in order to effectively catch the POS they are there to "detain."
