Last group of cases that I primed w/ my Hornady hand primer left the primer about .003 proud. Tried to seat again w/ the hand primer and did not go in any deeper. Put in my single stage press & primer went to where it should be. Not sure if I used a RCBS or a Hornady case holder, but still surprized that the hand primer would not fully seat.

Love Hornady bullets but have not been happy with their reloading equipment.
 
Is it possible that you need to clean/deepen your primer pockets? How many firings are on this brass?
My primer pockets are clean and brass has been properly prepped. 4 firings on the brass. Primer fully seated w/ single stage press so unless I was crushing the primer, the pockets are deep enough.

Interesting ... that said, I try to always remember that the leverage associated with a press, can sometimes hide pressure required to do something (like seat a bullet or a primer). I thought I was fine for seating bullets, until I got an Arbor Press and subsequently an AMP Press, and learned that I was using a ton of seating force on my press, and just didn't realize it because of the way it hides that force. Just something to think about. That said, it sound like you're thinking about all the right things. I use the Frankford Arsenal Platinum Series Hand Primer, and find it to be super accurate and very easy to configure for proper depth.

Did you measure the primers for how tall they are before seating and did you measure how deep the primer pockets are?

Some primer pockets are not deep enough for some primers that are relatively tall. So, you have to measure things to know what's going on.

my lee one starting doing this the other day on some 7prc brass. pulled it apart to find that the lever was worn down on the top where it pushes on the primer seater, only took 20 years and probably 10k plus rounds... so i pulled some cowboy shit and jus let another primer onto the plunger and stacked it against the one that was in the case to get it seated all the way. loaded 10 more like that no problem. im not advising to do that but its just what i did in a pinch and it got the job done. i then went and ordered a new priming tool.
