I have no solid answer for you, but it sounds to me like it may have been an AWB gun (how then did it get to the civilian market?), or perhaps like a lot of the magazines- built during the AWB and once lifted, just used the old stock until exhausted.

It doesn't have an auto sear in it does it? The holes to install one?

I'm sure some colt guru will give you a solid answer

I dont think it's rare. If the lower says "match target" then it's most likely made during the AWB.

A picture of the lower receiver might help.
