I bought 2 Howa mini action rifles one with walnut stock one with synthetic, the barrel sets off to the left on both I can fix it but is this an issue with all mini action

Very common to have the barrel not centered in the barrel channel on cheaper rifles. You can try to loosen the action screws and tighten them with the barrel centered. Or bed the action with tape wrapped around the barrel, thick enough to center the barrel.
