To the best of my recollection, the front screw on the howa/vanguard is just a spring preload. The tighter you thread it in, the more it compresses the trigger reset spring, thus increasing the weight of the trigger press.
The rear screw pushes forward on the trigger, just above the trigger axle pin, which levers the trigger itself rearward. With the safety in the "fire" position, you can slowly thread the rear screw in untill the firing pin is release "firing" the weapon. With the safety in the "safe" position, the rear screw will lever the upper portion of the trigger "above the axle", forward, untill it binds agains the safety detent.
To minimize the creep, put the weapon on "safe", release the rear screw locknut, then adjust the rear screw in untill you feel it stop against the safety plunger, then back it out a tiny bit and retighten the locknut. This is as much as it can be adjusted without machining internal trigger parts.
To adjust the weight, loosen the front screw locknut, thread the screw out untill you achieve the desired weight, then tighten the locknut. With the front screw threaded all the way out and removed, the reset spring is still compressed by its position in the housing and gives a weight of about 4 lbs, this is the lightest the trigger can be adjusted to without internal machining of trigger parts.
