Identify ELCAN SpecterDR Model

I saw a blue ELCAN SpecterDR at an auction, it says SpecterDR by ELCAN SU-230/PVS 5.56 Articulated Telescope 1240-01-533-0939 MFR 36126.

It doesn't match up with anything I've found online so far, and while everything general I've found on SpecterDR models says 1x-4x, on the other side from the above information, this one is marked 1x or 16x.

Could it be some kind of prototype? Or maybe I happened upon something that's only supposed to be known to the Men In Black?

Any information would be appreciated.

Elcan has reported counterfeits being sold, so it saying Elcan is not an indication of much. Blue is a weird color, I can't see anyone making blue on purpose, so I'm guessing the plastic aged from black to blue.
