It was hard for Republicans to move the HPA forward to deregulate one NFA item when someone used backdoored NFA-like items to kill many people. All it is going to take is someone on either side of the riots now to use a 'solvent trap' to shoot at the other side, and we will never see cans getting off the NFA roster. I had the ad for a 'fuel filter' pop up in my FaceBook feed last week, and it wasn't hard to see what they were really offering, and the comments showed those interested also knew what was really being sold.

Having been able to shoot full auto several times, the Vegas shooting sounded 'off' when the videos started populating in the aftermath. I doubt the shooter had access to real NFA controlled full auto weapons. And while we can debate the whole NFA till we are blue in the face, I never messed with with loopholes or back doors because I prefer NOT having talks with the government that end up in me having a new roommate named Ben Dover for the next 20 years.

There was some of that, but i feel like it was the muzzle being pointed in multiple directions and finding a target and compensation for angle and distance. Walking it in. Some of it kind sounded like a bumpstock but then a lot of it sounded very different.

There was that post on here a couple of months ago of the guy who got a visit from local LE and an Alphabet Boi regarding his bulk purchases of legitimate fuel filters. For every one of those stories that make it online, how many go unreported?

Guaran-fuckin-tee there is an algorithm running on an NSA server somewhere that connects the dots between purchases of parts, various pieces of carbide tooling, and miscellaneous titanium and stainless "drops". Needless to say, anyone making such purchases in a fashion that can be electronically traced shouldn't be taking any risks by drilling holes before the stamped paperwork arrives, despite what all the brave keyboard warriors here will suggest (said warriors having far greater number of crumbs on their lap than chips on their shop floor).

And anyone who has malicious intent could pull off this task far more subtly than buying solvent traps online with a credit card and having them sent to their home address. But those are the easiest breadcrumbs to follow, and odds are that eventually at least one bozo will have poked some holes prior to the arrival of his stamped paperwork, and so all this surveillance and legwork and maybe even some entrapment is deemed worthwhile. All because some bozos 86 years ago decided that mufflers were intrinsically dangerous, and because no one has had the balls since then to reverse this mistake.

If anyone has an actual story of someone being convicted of an NFA violation based upon "constructive possession" (possession of solvent trap + drill press or whatever), please share it. I'm not saying it hasn't happened - only that any court case I've stumbled across has involved someone actually assembling parts into a form that is clearly illegal under current law.

I do know there have been some seriously sketchy convictions based upon constructive intent of SBRs, so hopefully we don't need to go down that rabbit hole (although I suspect we will).

It looks like the ATF is more interested in the people making and selling the traps/filters than the individual that is buying them. The guy who went to jail did complete it into a suppressor without a Form1.

Not my advice, but a board I used to be on had some smart NFA guys on it. They claimed Constructive Intent only applied to full auto, not SBRs and cans. I never did see any cites to law, code, or cases on that. So I prefer to stay on the safe side and just assume the ATF could apply Constructive Intent. I just finished my first SBR build in the spring. While the Form1 was out, I bought all the parts except for the barrel, and I do have an old AR barrel lying around.

There is no "constructive intent", or else any half-wit with a machine shop can be considered a felon. There is "constructive possession". I can't be busted for having a lathe and a bunch of tubing. Maybe I can be busted for having some threaded tubes, a handful of punched freeze plugs, and an end cap with a hole drilled through it. Put the latter scenario into the category of "fuck around and find out".

Things like "fuel filters" that have a 5/8-24 thread on one end and a hole straight through the middle are going to get someone in trouble. Just don't. Or at least don't by ordering parts online with a credit card and have them shipped to your home address, unless you're looking to fight existing case law. And if that's the case, best of luck and I'll probably send ya a few dollars to help with the legal bills.

Access to full autos has nothing to do with it. 15 minutes and some stiff wire is all someone needs to make an AR full auto. Besides, you can also buy all the factory parts to convert without so much as a question. Access to a 3d printer allows you to build a plastic trip that works well.

Would it help that the definition of constructive intent is having all the parts on hand, even if seperated, without the permits to assemble? Having the fire control parts for an M16 in a box and AR is enough for the ATF to say you intended to do assemble the gun into a full auto. Having a machine shop isn't.
