This should just further highlight how asinine the whole process and body of regulation surrounding this whole thing is. They're mechanical devices, the order in which they are put together should make no material difference in the eyes of the law. The ATF needs to go away.
There are certain features that cannot be on an imported rifle. Flash hider, telescoping stock, pistol grip, abilty to take double stack mags, ect; i think.
The tavor probally comes in with a welded nut on the barrel. Doesnt have a tele stock, magwell is probally swaped out once it gets here to accept mags.
The SCAR also gets imported cucked and then is dolled up most likely for belgium made guns.
Pistols do not have the same requirements, which is why a importal pistol ak is always preferable to rifle ( comes with magwell correct and double stack bolt from the factory as designed) vs some monkey in the us opening up the magwell or modifying the bolt to be more reliable. Some like arsenal do it correct and some like cai are low functioning retards.
All the high quality guns come in as pistols to retain the origional quality and integrity of the system. JDI, B&T, MKE/POF guns,ect.

However once the Marines decided to equip the entire Corps with them the quantiry triggered the requirement to build them here. Thus the new HK plant in GA. That all the HK fanbois were claiming was because of the new civillian wepaons HK was going to be building for the US market. AFAIK they have built zero civillian weapons in GA.

A lot of ignorant people are using MR parts to build 416/417 rifles thinking they’ll be 922r compliant, and that’s just simply not the case. Everything needed for 27 CFR 178.39 from the MR556/MR762 rifles are actually made in Germany and finished/assembled in the US.

Its an obscure law that is never enforced except for import compliance. Once a gun hits the market/secondary market, it may as well not even exist.

No common citizen is going to be prosecuted for a firearm-related 922R non-compliance. It may however be used in conjunction with other prosecutorial criminal charges to legally pile-on length of sentence and make sure the 3-strikes-and-you-are-out perp gets sent up the river for as long as possible.
The definitions of a "firearm" are conflicting and depend on whether it is scrutinized by the Gun Control Act or the National Firearm Act.
IF a firearm was mfg. as a rifle (either by an individual or a firearm corporation), the firearm will always be a rifle variant in the eyes of the BATFE; same mantra for a shotgun. Specific minimum OAL's (26" min) and minimum barrel lengths for non-BATFE registration (18" for shotgun, 16" for rifle); however, the moment you assemble (or have the parts readily available in your possession to assemble a shorter critical dimensioned firearm, i.e. "constructive possession") in a configuration resulting in a shorter OAL/barrel length it will require tax stamp registration process with BATFE. It will result in the firearm having a BATFE designation as either a SBR / SBS.
IF the "firearm" was mfg. as a pistol according to GCA (Gun Control Act), without an intended user shoulder mounting stock, and has a minimum 26" OAL, the barrel (rifled or not) can be any length between 12 - 18" which is how Mossberg Shockwaves and Remington TAC , are not "firearms" in the eyes of BATFE. One could fabricate the "birds head" grip quite long and make the barrel even shorter to pass inspection as not a "" as defined by NFA (National Firearms Act), according to the BATFE.
When you add a stock to a purpose-built pistol length firearm (shotgun / rifle caliber) it will be classified / scrutinized by the BATFE as an Any Other Weapon (AOW); such a firearm re-configuration will not be classified as a SBR/SBS, as the original DNA of the firearm was never a rifle or shotgun.

These laws are a huge disappointment to those who enjoy imports. I have a 750 San Swiss sapr I’ve waited 1.5 years for and it was supposed to be approved by the atf in October, chances are it will never be approved. This has as much to do with economics than with gun laws. Force these foreign companies to open factories in the states or not do business here, so consumers buy American.
In any case, yes it has to be a great time to buy these remaining imports when you see them, prices will surely skyrocket as we’ve seen with Russian aks when they were banned.

Actually the people making these decisions are NOT interested in forcing the companies to set up shop in the US. They want to ban guns and are just taking whatever bites at that apple they can get away with.

The Chinese and Russian bans were an attempt to punish those countries. With the unspoken intent of those on the left that supported them of taking yet another bite out of the 2A. No one that pushed the bans had the intent of forcing them to open up shop in the USA or that Americans would spend money on American goods..
922r was a blatantly anti-2A ruling to keep yet more foreign weapons out of the US and again there was zero intent for it to increase spending on American companies.

sure it hurts importers, but for every import gun they don’t get in, that is indirect business to an American gun manufacturer.
the 94 Chinese gun ban effectively took out 1/3 of all semi auto rifles of the market, to never come back. That translated to millions of firearms per year.
again I am not saying this is the reason the ban was passed but there is a money trail there, hence making it easier to pass
