First and foremost...just saying that your groups are "inconsistent" doesn't give a lot of info to go on. What specifically is going on with the rifle and your accuracy/groups? Does the rifle just not group at all? Does it shoot 2MOA one minute and 4MOA another? Do your groups seem to walk around on the target? Are your groups or POA/POI changing from bench to prone (or rest to bipod...which brings up the question of how are you testing for accuracy/groups...bench, prone, bipod, bags, mechanical rest, etc.)?
After those questions and taking a lot as an assumption...the ammo is a good place to start in dealing with accuracy/grouping issues. Dump the surplus stuff and try some quality ammo like FGMM, BH, SW, Cor-bon, etc.
