Gunsmithing Inleting for Surgeon Whats really done?

Ok so, ordering a stock that is inletted for the action to be used and the bottom metal to be used compared to just ordering one for a 700 footprint whats really done as in the Inlet. I am handy with a Mill and have the tools to do it right....what needs to be done really that a Machinist couldn't do. Now I understand that having the bottom metal done for you is easy-cheesy. But if an action has a Remington 700 footprint and the company "Surgeon" say it will fit anything with that footprint, whats done to the stock other than opening a little for the recoil lug to have some bedding behind it? Anyways Thanks for your time!
