Depnds a lot on how old the concrete is and how bad the steel inside had deteriorated due to rust etc. Old concrete will definately crumble hen heated. I cant imagine what, other than a fuel truck or dimilar, could apply sufficient eat for enough time. Like Honcho said, maybe it was jet fuel.
Fires on overpasses have caused a number of collapses in the past. Often it's a large vehicle or fuel tanker crash that does it, but you can look them up. There was a fire overpass collapse in California, one in Michigan, one in OrIando, Florida. These all in the past 10-12 years. Sustained high heat is always the main factor in these, but it certainly does not have to be rocket fuel.
I'm thinking arsonist > vandals stealing electrical lines (if present) > punk kids playing with fire > homeless (it was 80°F). I can only imagine how hard it would be to put out a pile of large PVC burning under a bridge, hard enough just to get close enough to put any kind of retardant onto it much less have any real effect.

Had it been deliberate there are many that are better, but may have not had the fuel readily planted. If you look around this country there are opportunity's everywhere. Sad thing is, we train/ed folks for this kind of op's in lands far away, but never take their heed at home. My country's logic defies me most of the time, but after 24 years of muzzie leadership, (the last 8 blatant) I would expect nothing less.

KFC truck was caught in traffic and attacked by locals while stopped. Truck was looted. Hair product was deposited near the gas tank of truck. A series of high 5's was initiated. It is believed the catylst was static electricity which ignited the hair product which set the truck ablaze. The locals fled the scene, however one tripped over his own pants, was arrested, and taken to the hospital for a fat lip. Will update as more news comes in.
In the big picture those are not even a zero on a ten scale. There are far more important things that would effect a whole state, that are only worth a 6 out of ten. The things worthy of a 7 thru 10 are the easiest to pull off if you (1) have the knowledge an (2) the balls to get the final battle started. Once threw that DOOR there will be no return,... PERIOD
The issue with 8 and above, it would not only effect this country but others as well. No it's not Nukes, Biological, or Chemical (NBC),... think.

Actually they could be a formidable weapon to a dedicated group who wanted to spread terror and confusion and with minimum materials and risk. Malls and airports at Xmas. That would affect the whole country/
Too small scale, good media coverage and panic but... no operating tv, radio, cell phone after a few hours would be far more severe, especially if done correctly it would be long lasting.
