I’ve been out of the game for sometime and see that IBA is no longer. Does anyone make a one piece base and rings with 20 MOA built in of the same quality that IBA sold?

I saw those. I see it still mounts on a rail. Do all mounts now require a rail attachment?
No.
But for the highest level of flexibility and cross-compatibility you want a set of rings made to interface with a MIL-STD-1913 rail.
No but as mentioned with a one piece ring and base set up it limits your ability to adjust the scope for eye relief. You can only push it so far back or forward. I had one on a rifle years ago and got rid of it for just that reason. It worked fine mechanically but not something I would recommend for the reasons above.

Sorry to bring this one back from the dead, but were all the IBA one-piece mount rings 20MOA? I have one I don't need and would like to give an accurate description. It's not marked for inclination.
