Got my first delay today picking up a TRG. Thought it would be a quick in and out like usual, but to my surprise I got delayed. Hung around thinking it would be a quick fix on their end, and still no change by 7pm. Anyone else getting delayed all of a sudden? Im in a southern state so I thought it may be due to something regarding the whole fast and furious bs.
Just pisses me off to think that there is some obese female sipping coffee with nothing better to do working their desk at club fed knowing there is absolutely nothing I can do about it.

I am a delay 50% of the time.

So fast forward a few years and I got a job in a gun store, part time.

As I am now the one calling in 4473's to the FBI NICS (ATF does not run back ground checks) I noticed a customer who had the same issue I did. He would get delayed most of the time only to be approved every single time the following day. Just created hassle is all.

So one day he is purchasing another firearm and I get the obligatory transfer to secondary check. When the person picks up instead of instantly giving them the transaction number I explained that this customer buys several firearms, gets delayed only to be approved the next day. I asked if they would look into it or explain to me what the deal was so I could tell my customer.

Person asks for the transaction number and tells me that they will look into it. Typically a secondary check takes 1-2 minutes tops, if that even. This time it took close to 5 minutes. When the person came back it was explained to me that this transaction was a "proceed", not a delay as this customer usually always was. I in a polite way asked WHISKEY TANGO FOXTROT over to which I was told that certain things flag backgrounds and it takes a specialist for that state to dis-cipher whether that person can be a proceed or not. This person also said that "many" examiners are just lazy and they could check into it deeper like he just did however its easier to just "delay" and let the second tier specialist for that state sort it out later. I took this as the standard government "not my job" answer.

So this was helpful and made some sense. I was also told that the customer could apply for a UPIN (Unique Personal Identification Number) and this would stop the delay from happening. Typically UPIN numbers are assigned to someone who has had their rights restored or common in the case of identity theft.

I told the customer this, and several others too. I then took it upon myself to apply for a UPIN. Set of fingerprints, basic application and mail off to the WV. Upon receiving my UPIN I purchased another firearm and even though the transaction took much longer then normal, I was proceeded that day. No more 50/50 gamble.

Usually a wait is no big deal, however since moving back to my home town in the middle of nowhere, getting delayed 2-3 hours away from home sucks.

The only negative to the UPIN that I can think of is my perceived stigma of being a UPIN customer. I could be way off base but it seems that dealers think I am a reformed bad guy who got his rights back thus the UPIN. Could all be in my head though, oh well.

Hope this long winded diatribe made sense to someone in the classroom.

See if your state allows CCW permits in lieu of the call. GA does so all I have to do is hand the FFL my permit and they take down that information, saves 20min or so every time I purchase a firearm and it's much simpler for the dealer as well. Even if you don't plan on carrying if your state allows it it will help with the headache.

This works great in many states.

Arizona where I lived for 10 years was like this, it was a major factor in getting my CCW.

Sadly when I moved home to Washingstan the CPL here only gets me out of the 5 day state hold, the delay was still happening. Thus the UPIN for me.

I hope someday our half a commie state adopts that CCW fill out form and be done rule.

This is exactly what I figured was going on. I worked at a VA hospital is it was very similar.

I had a customer that had been getting delays for a while. The places he was buying his guns from were calling in the check. I ran him on the computer based ez-check and he got a proceed in seconds. There's some interesting anomalies that take place for sure...I'm still waiting on your "Proceed" by the way Ben. That TRG is taking up alot of space in the safe

It depends upon whether or not your home state's licensing process includes proof of live-fire certification in your training. Before '95, I was good to go with my LTCF, no checks. After '95, since we have no requirement for training, everybody gets submitted on purchases, good guy card or not.

Last delay I got they told me to come back in a week?? That was when we were all on the potential terrorist list as returning veterans from OIF.

CCWP now and no call required!

Although a CCW is no longer required in AZ to carry concealed the advantage is being able to simply pick up any non NFA item with no wait. The major reason I renewed mine.

Same deal for those of us in Mississippi. Makes it very nice.

Because I'm Canadian, I get delayed every time I try to purchase a firearm. I'm thinking about getting my CHL, just to avoid this. Plus, I get to legally carry when and if I choose (besides in the obvious places I legally can't).

) . I only got delayed once and I was told it can take X amount of days. I told them either you get on the phone and you get squared away or just refund my money. 15 min later I was walking out with a new rifle.
