So I've got 2 lots of brass off 2 different people. One has but I guess I would call a ring around where case head separation occurs. Also has rim around outside of case head. When measuring the only difference I can find is up near the shoulder measures .03 wider what gives?

Looks like the one on the left wasnt fully sized down to the base of the web. If you’re concerned about weakness in the web area take a paperclip on any brass not yet loaded and go around the inside to see if you can feel a groove or “parting line”. If you can, would indicate the brass is beginning to fail there.

The sizing die is leaving the marks. Nothing inside the brass, all once fired. This is also after sizing both pieces. Why is one thirty thou larger?
It is sizing marks. But the larger brass is not case gauging. Both of these pictures are after sizing. The larger piece is very difficult to size and leaving visible shavings and a ring from the die.
Its .0015 difference and is largely irrelevant.
.030 would be significant.
Is this just one piece of brass or are they all like that from that lot?
Re-reading your original post, are these from the same batch of once fired or from both batches? My first take is that the chamber that first shot the one on the left is on the high side of being in spec.

Two different batches of once fired purchased off here. Figure one may have been fired on a large chamber. The bigger one will not gauge or chamber. Leaves ring when sizing and brass shavings and won't even completely cam over.

The circle around the head stamp is a cosmetic artifact from the manufacturing process.
The sizing die will leave cosmetic marks on the case. It to worry, the marks are purely cosmetic. You can tumble the case after sizing to get rid of them if you want.

Honestly, buying out of the PX, there really isn’t any good way to tell what you bought. Is it REALLY once fired? Hornady sells components. Maybe the large brass is someone’s reloading experiment with really hot loads. Perhaps they sold it because they found the same thing you did- it doesn’t size well. Regardless, that last pic showing a roll of shaved brass on the case is definitely not normal. I reload almost exclusively Hornady brass recovered from box ammunition in 6.5 creedmoor. Shaved brass is certainly not my experience…
I tried using a batch of once-fired LC brass (308) and ended up with many cases that looked like the pic above after sizing. The die wouldn’t make it all the way to the bottom of the case, which is what I suspected was happening after looking at the first pics in the op.

That definitely had to have taken some force to shave the brass. What type of lube are you using and is the inside of the die as well as the brass cleaned before resizing? If you had a caliper on top of shaved brass like that you will definitely get some wild measurements.
As others have mentioned, you really don't know the true history of fired brass when buying 1x fired online. Two different sources would also have been shot out of two different chambers with slight dimensional differences which is why resized dimensions might be varying.... once you fire them from your chamber and resize they should be more uniform.

Those cases look to me like they came from a very hot load or an extremely large chamber.
I load hornady brass, and other than needing to cut the primer pockets on new brass, I generally don't have issues.

Lanolin and alcohol. If it doesn't work with that, in my experience it's not going to. Normally do process runs by the bucket and never have issues. I figure this brass needs the tossed but sucks to toss 500+.
Once you realized there was a problem you should have just tossed it. I threw out around 500 or pieces of that LC brass I referred to in my previous post. Never used that shit again.

Factory AI chambers are like that, huge. Redding body dies size bigger than FL dies so they don’t shave brass off an overgrown case. But then you have to size in two steps.
I have Redding bushing dies. I can try to run one and then the other. I'll report back.
Redding bushing dies size smaller/tighter than the body dies. You probably won’t see a difference between your bushing dies and a standard FL die.

Only issue I've had with Hornady brass is striations in the neck which I discovered resulted from having some brass residue up in the neck area of a Redding FL die. My fault entirely and I used BoreTech C4 and then polished with a mop and some Semi-Chrome.

So this is strange. Swapped to redding bushing die from lyman pro sizing die and brass will gauge. Then loaded and back to no Gauge. So I remove the lyman M die and it works. I tried adjusting and it couldn't get it to gauge reliably. Guessing M die flaired the bottom of neck too much. AND the lyman sizing die was sizing too small causing shaved brass on the cases. Even tried polishing inside of die with flitz and qtip. No luck.
