Granted, what I'm reading is from Wikipedia so take that as you will. I'll have to do more digging on my end before I could offer an opinion but irregardless, a very interesting post.

I'm looking forward to "doing my own homework" on this later (maybe next week) but appreciate the opportunity.

The holder of the Letter of Marque, makes his living by splitting the take, with the Government. Along the border (either actually) the take is Humans or dope. And frankly, that is encroaching on the territory of the government. The dems have been importing dope and humans wholesale. Think they want to cut you in on that action? I doubt it.
