No offense, but I'll bet that you've never tested the click increments on either of the two scopes you mentioned, have you? If you had you would know that your 6-18X's clicks are not 3 MOA and your 3-9X are not 2 MOA increments. Unless Leupold did some weird custom work for your scopes, the 6-18X does not have 3 MOA adjustments, and your 3-9X does not have 2 MOA adjustments. Those scopes most likely have 1/4 MOA or 1/2 MOA - at the largest they might be 1 MOA (1 MOA per click at 100 yards).
You have been fooled by the the "3" and "2" numbers printed on top of the little aluminum discs on your respective scopes. The numbers on the top of the discs on the elevation and windage dials often have numbers printed very close to where "MOA" is printed on the discs. This is confusing and makes it appear that your scope adjustment increments are 3 MOA and 2 MOA respectively.
Below are two photos to illustrate what I stated above. Both are Leupold's old "friction-type" adjustments that came standard on anything below the Vari-X III lineup years ago. The upper photo is the Elevation dial, and the bottom photo is the Windage dial.

Mount those scopes, go to the range, and shoot a group of three to five shots. Then click your elevation and/or windage dial 1 CLICK and fire another group. You will see that your clicks are not 3 MOA and 2 MOA.
