Wouldn't it be easier to just announce the purge is now legal and have at it? Why waste anyone's time?

Many businesses in San Francisco are boarding up there stores and taverns as the fear of looting is rising. Some of the people I work with were saying that they are concerned with their safety and ability to get food if a true quarantine is forced. No storage or refrigerator space as they all live in small apartments. No firearm protection...as they are vocally anti-2A...though some are rethinking that whole belief decision...
