Modifying McMillan HTG for an Arca rail?

I'm running into a issue with my hunting rifle, win m70 in a edge HTG stock. I want to add a short arca rail for a tripod, but I don't was it to hang down and snag on my pack and gear.

Has anyone milled a recess in the forearm to add a 3" rail so that it all sits flush with the bottom? Would that take out too much structural strength? Could also go deeper and build it back up with fiberglass?
 
I have the Henderson mlock rail recessed into a couple of traditional stock foreends. That allows me to put a short Arca rail wherever I want on the foreend and remove it when I don't want it. That isn't what you're asking, but if it doesn't work out for you, perhaps another option.

Thanks. That's plan B. I have other stocks with mlock/arca and was hoping to find a more streamlined solution. Maybe there isn't one. I'm sure the shell is fiberglass over a light density foam. I would like to cut it down and build the glass back up so that the bottom of the arca rail sits flush with the bottom of the fore end.
