Neck Sizing Die setup & questions

I just purchased a Redding Neck sizing die and I'm a little confused about setting it up correctly.
The instructions say to follow the same steps as a FL sizing die, which is what I did. Using the headspace gauge from my RCBS precision mic set I checked the headspace just before and after sizing each brass. The shoulder of my brass were not pushed back very far, at most 0.001" while 0.000" seemed to be the norm. I'm assuming that my chamber is on the min. side of the SAAMI specs. Correct Assumption?
I read that when neck sizing brass you just want to "bump" the neck back about 0.001" less than chambers headspace dimension to ensure proper functioning. I checked every brass that I sized and they all chambered fine in my rifle. I won't be using this ammo in any other rifle so is my current setup correct & safe?

Neck sizing doesn't touch the shoulder. It leaves the shoulder (and body of the case for that matter) as it was after firing. The only thing nk sizing does is reduce the diameter of the neck to hold a new seated bullet.
