When using a TiN N/O bushing die, no.
When using a Lee collet N/O die, no.
When using a regular N/O die, maybe, depending if the expander ball galls in the neck. Some cartridges need some type of lube.
This is why I like to use the Lee collet die and TiN bushing dies.

IMHO any time two metals are in contact under pressure some sort of lube is needed, dry lubes are for inside the necks and sizing wax on the outside. After brass is fired all that is needed inside the neck is the carbon from firing, brush out the big stuff and leave the grey residue.
I use a nylon brush sprayed with a little, (very little) WD40 inside the necks when I am using a die with an expander button. It's useful, kinda like Aqua Lube, you know? BB
If not a TiN bushing I use some Imperial sizing wax. If I start to get the inside of the neck drag on the expander ball I use Imperial Dry Media on the neck. When using a TiN bushing I get lazy and usually don't use anything.
This, except I don't take a chance neck sizing with uncoated bushings, I lube the neck inside and outside very lightly.
I prefer the Lee collet die for neck sizing, though.
I cut open two 12 ga shotgun shells and dumped the #9 lead shot into a small shot glass sized container and sprinkled it with powdered graphite. Just stab the case neck into the shot cup a couple times and it's lubed plenty good enough inside and out for a conventional neck sizing die.
