Rifle Scopes Need recommendations for 17 HMR

I am looking for a new scope for my Savage 93R17 TRR-SR in 17 HMR. My budget is around $1000-1200.

I previously had a Zeiss Conquest 4.5-14x44 and was happy with the glass, but I wanted more magnification.

I use the rifle primarily for target shooting from 50m-200m. However, I would also like to do a bit of hunting as well.

Here's what I'm looking for:

Low end mag at around 4-5
Upper end mag must be 20+
Mil dot reticle or something that allows holdovers
Target turrets
Preferably SF goes down to 25m
Good glass and repeatable adjustments are a must
Would be nice to have mil/mil or moa/moa
1" tube would be okay (if only so I don't need new rings) but not a must

I'm currently leaning towards the Zeiss HD5 5-25x50 or the Minox ZA5 4-20x50. The problem with the Zeiss is that it doesn't have mil dot (but I can choose a Rapid Z) and it the SF only goes down to 50m. The Minox can go down to 25m but doesn't have as nice of a range in magnification.

Any ideas if there's anything else out there or if anyone has experience with these two scopes?

I forgot to mention that I'm in Canada and don't have access to SWFA.
