Rifle Scopes Need some clairification

Ok I need to make sure I understand this right for my upcoming scope purchase. The adjustment in any direction for a scope is diveded in half if it's on a 0moa base correct? Like if the scope has 100moa of elevation adjustment, it should have about 50 moa in either direction, 50 up and 50 down. This is why we use canted bases, correct?, so you can say have 70 up and 30 down if your useing a 20 moa base. I'm trying to figure out what scope and how much adjustment I'm going to need and I want to make sure I'm thinking about it all correctly.

Yes that's right with some error. Because the scope sits above the barrel and because of some other obscure irregularities, it's usually not EXACTLY 1/2. In other words, if your scope has 40moa of total elevation and you put it on a 20 moa base, you MIGHT not be able to zero at 100 yards (you might shoot high with the scope adjusted all the way down). Only way to know would be to try it. If you CAN zero at 100 yards, then you would have a "poor man's zero stop", which would be ideal indeed. So actually for 1000 yard shooting and a 20moa base, 45moa of total travel would be pretty ideal, giving a couple of moa of down, if it's needed for some reason.

Try to pick up a scope with a reasonable about of travel, at least 50-60 MOA, so you don't run out of adjust. The other thing to consider is that you can also get canted bases that are less than 20 MOA if you had to.

I've narrowed it down and I've decided on the 6-24 Viper PST and a 20-30 moa base. It has all the options I want and enough evevation with the base to get me way out there. And ya I knew that it wasn't exactly 50/50 but for explanation purposes that was easier.
