I really like where you head is at; civic duty and all- but stopping egress could be dangerous as these scum seldom work alone - so instead of stopping and hooking up chains or straps - just drop a pin on exact location- I’m thinking road flare , if attempted car jacket or crazy that just wanted to pull someone from a car to beat them isn’t capable of holding said flair until help arrives one could always make another pass- at speed of course and drop flair “danger close “ in injured party - ya know so paramedics can find them easier .
