What you are referring to is the windage limiter which does indeed limit your windage adjustments to 5 mils left or 5 mils right from your zero. If you print a 75gr bullet drop chart with 10mph wind, this is not a problem until you get past 800 yards...which is not a problem on an AR platform shooting out to 600 yards. The elevation turret has no such limits other than the zero stop.
I own the 2.5-10x24 in mil/mil and the 2.5-10x32 in mil/mil. My comparison:
The turrets are identical. I had the 2.5-10x24 retrofitted since they did not offer mil/mil originally.
Rearward of the turrets, the two scopes are identical.
The 2.5-10x24 has a very small exit pupil at 10x magnification. This means your eye has to be perfectly aligned, otherwise you lose the sight picture. Its not a major issue, but you don't have any "wiggle room." If you move your head slightly left or right, you lose your sight picture. I guess the upside of this situation is you will always put your head in the same position, eliminating parallax issues.
The 2.5-10x32 is just a hair clearer at 10x mag. Much more importantly, it has noticeably more exit pupil:3.3mm vs 2.5mm. This may not sound like much but it is a noticeable improvement and makes it easier to get a sight picture. You have more "wiggle room." In other words, your head can shift a little bit left or right and still maintain a sight picture.
If I had to do it again, I'd definitely get the 2.5-10x32 over the 2.5-10x24. However, the narrow exit pupil on the 2.5-10x24 (only at 10x) is not enough of an issue to make me want to replace the scope I already have. It is a fine piece of equipment, extremely compact and works great on my AR-15.
Hope that helps,
