Non NFA 14.5" AR ????

Looking for a 14.5" barrel ar upper and not going the nfa route. I know this can be done if you peremeltly add a break / flash hider to make the total barrel length over 16".

My questions:
1. how can I tell if an 18 tooth AAC blackout will add more than 1.5". Im guessing I can thread a bolt in all the way, then measure from the bolt to the end of the prongs.

2. How can I get the hider on there. The best option is to call BCM (its one of there uppers I want) and ask them if they can pin / solder it for me instead of the birdcage they offer.

If they cant, can I send it directly to a smith and have him attach to make it a 16" barrel?

Does it have to be a class III smith or something?

Im under the assumption that at no time I can possess the upper until the hider is on there being I already have an AR and I would then have the ability to make a non registered SBR.

If you have a lower that is unbuilt and transferred as a "receiver" than I think your ass is covered since it could be built as pistol and there wouldn't be a case of constructive intent.

Really though, if you don't put the upper on a lower, then I think there really isn't anything to worry about.

Still it probably would be good to send it to a reputable smith so he can make sure it's true and concentric before pinning it.

I think you're right to be worried about "constructive possession". As long as you're never in direct possession of both a short barreled upper and a rifle receiver you should be fine. You can ensure this however you want.

I'm pretty sure it doesn't have to be a Class III smith because there are guys that do their own.

I'll echo what Salmonaxe said and make sure somebody that can check the concentricity of the mount does so before making it permanent.
