It's a great reticle, I have 3 scopes with it. I don't find it busy at all and you can also use it more traditionally by dialing elevation and holding wind and you still have a great floating center dot and .2mil hash marks. Using the holds is fast and accurate but I dial elevation for targets beyond 600 unless they're pretty large (at least 2MOA).
Unless you're buying used and getting a deal I'd personally get the Tremor 3, I picked up two to try and I'm sold. It's basically an H59 but with the wind dot system added which is awesome. It may also just be me but I find the lines of dots ever so slightly faster to use to reference which mil elevation line I'm on.
I've got S&B PMII 5-25's with both and you certainly can't go wrong with either. My understanding is that the Tremor 3 version of the S&B's are very new to the market but Euro Optic does have them in stock but you may have to call, I couldn't find them on the site when I got mine but they had them.
